[JSR308] updates to the Java Language Specification and other things to do

The original JSR proposal (which, remember, we are allowed to change!) says:

> This JSR proposes a change to the Java language and thus can only be
> delivered in a Java SE platform release. It is targeted for Java SE 7.

Neal remarks, 

> I disagree with the "thus can only" conclusion (this is *not* what
> the JCP process requires)

This language was required by Sun as a condition of acceptance of the JSR.
Thus, Danny Coward would probably be the best person to explain the
reasoning.
