[JSR308] Experience with prototype implementation

We've received several positive comments regarding the prototype
implementation, and a handful of bug reports.  The relatively low level of
feedback could be because many people have used it and like it, or because
few people tried it.

I encourage you to try the prototype implementation, the framework for
writing type-checking plug-ins, and the @NonNull-checking plugin.  This
will give you perspective when participating in the JSR 308 discussions,
will help to reveal bugs, may indicate limitations of the current
proposal's capabilities, and may help you in your programming.

We also welcome the contribution of enhancements and of new annotation
processors.
