[Jsr308-statements] JSR-308 Statements document update (discussion items and grammar changes)

That would be fine with me if it's just two, but not if it proliferates.  I
would like to keep the scope of JSR 308 limited, so I would be surprised if
JSR 308 ended up with more than two annotation varieties.
