[JSR308] AnnotationUtils.parseStringArrayValue

Is there any reason why the AnnotationUtils.parseStringArrayValue returns a
Set instead of a List?

This is not an issue for me. I just noticed this incompatibility when I used
this method and tried to feed the result into the AnnotationBuilder that
wanted a List.
