[Jsr308-statements] Are loop annotations within scope?

Yeah, I realize nothing's guaranteed and that we're still working out
the details. It's just that there doesn't seem to be a consensus on
whether the group should even bother with loop and block annotations.
In fact, some seem quite opposed to the very idea of something like
loop annotations, and that's before any details have been proposed.
So there's a real disconnect between what I'm reading on the status
page and what I'm seeing on the jsr308 list.
